No Man's Land Penetrated
Gotham City, No Man's Land -   Almost a year after the United States government destroyed all roads into Gotham City and surrounded it with tight security, the city has been publicly breached. While there have been rumors of a secret United States - No Man's Land communications and materials link, this is the first time that an overt attempt to reach the abandoned city has succeeded.

The city has been the target of several attacks since it was shut off from the rest of the country, most notably by the terrorist group known as Locus. Locus, which has been notorious for conducting unethical scientific experiments for more than ten years, was first uncovered by the original Justice League of America. It is today's incarnation of the JLA which has taken on the job of stopping them from using No Man's Land as an involuntary experimental population.

But this time, the breach was achieved not by a massive attack, but rather, by a single individual, apparently using a remote-controlled truck as a decoy. While authorities searched the truck, the intruder used the truck's flatbed as a ramp, jumping across the destroyed bridge in a different vehicle.

While identification of the intruder is not positive, a satellite photo taken minutes after the attack indicates a large, bulky man, who the authorities believe is Bane, a Santa Priscan criminal who came to prominence several years ago, before most of Gotham's troubles began. Bane, who had escaped from custody a while back, is a master tactician who is said to have broken the legendary Batman, although this may have been an exaggeration. He is known to be obsessed with Gotham City.

However, more worrisome than this one security breach are disturbing reports of several illegal underground pipelines into and out of Gotham that have been supposedly operating for months. Sources say that the large criminal element in Gotham City had managed to obtain supplies of fresh food, medical supplies and bullets from the outside world even as the cut-off was intended to force the disaster-plagued city to learn some measure of self-sufficiency.

The focal point for the distribution of goods within Gotham appears to be Oswald Cobblepot, formerly the criminal known as the Penguin. Cobblepot, who had gone legitimate shortly before the No Man's Land edict, seems to be using his business acumen and old criminal conections to wheel and deal himself to a favored position within the Gotham financial landscape. However, political tensions between the perpetually warring gangs within No-Man's Land make it extremely dangerous to presume that Cobblepot is completely under his own control. While he had a reputation for shrewdness, the Penguin was never known as one of Gotham's most bold or strong criminals, and could be threatened into submission quite easily by any number of the well-known criminals who seek political control of Gotham, including Bane.

Where Penguin's supplies are coming from remains a mystery. Authorities' best guess is that there remain several intact satellite communications links into Gotham which cannot be severed by any practical means. Most likely these are being used to set up secret drop points for supplies to be picked up by unknown means.

There is also the chance that the flow of goods is not driven be the demand within Gotham, but by some outsider's attempts to exercise control over the city. Authorities have grown more and more suspicious of the mysterious Nicholas Scratch since he disappeared after succeeding in his campaign to isolate Gotham from the rest of the country. He has demonstrated an intimate knowledge of Gotham's workings and also seems to have advanced scientific knowledge in the field of genetics, and his true motives and nature are unknown. He remains a likely candidate for the role of Gotham puppet master, if that theory is proven to be correct.

One final theory that cannot be completely discounted is the possibility that Justice League matter transporters inside the city are being used for this purpose, but the JLA denies it.  

 
Strange Bedfellows

Metropolis -   Superman has been spotted recently in the company of one of the worst villains to plague Earth. Mongul, one of two villains considered responsible for the destruction of Coast City, has apparently returned, but for reasons yet uncertain, Superman does not appear to be trying to send him back to his homeworld.

While the two were seen fighting in the Grand Canyon and underwater, the style of the struggle seems to indicate that the two were sparring rather than actually battling against one another. Aquaman investigated the undersea fight, but aparently took no action to stop the activity.

Comments from the Justice League indicate that the conquerer came looking for Superman's help against some threat, apparently one more powerful than himself.

The kind of power that this would require would be staggering. Mongul was once the ruler of Warworld, a planet-sized weapon. Superman deposed him from this position, but judging from the power demonstrated by Warworld when it attacked Earth under Brainiac's command, anyone who could be too powerful for someone who has ruled that world could probably crush Earth, even with its abundance of super-heroes.

Even more worrisome is the fact that this extraterrestrial threat has made Superman consider allying himself with a villain of Mongul's character. 

Former Starman
Found Alive

Opal City - Will Payton, the super-hero who operated in the American southwest under the name Starman for a few years until his apparent death on the moon, has been found to be alive on a distant planet, according to Jack Knight, the current Starman. Knight, who recently returned from a months-long quest to find Payton, has declined to comment on the exact nature of Payton's survival, saying that he found the issue too confusing to explain clearly.
